I would think a lead would be someone who's pre-qualified and is interested in making a purchase. Email submit is probably a very vaguely interested prospect. At least in brick and mortar business, leads are the prospects who're warm to the offer already and considering, you just gotta close them. Email submits don't really mean much, it's quantity over quality. I'd look at email submit as a very weak potential future warm lead.

Lead gen on ogads and other incentive networks is where you download an app or an extension and sign up for a service. Example would be download app->then sign up-> conversion fires.
