you can start immediately, but slowly. Build 1-3 links per month for the first 2-3 months, then increase to 3-5 links per month for the next 2-3 months and so on.
Also, make sure the links are only PBNs or guest posts... or even web 2.0, but these are usually weak links. You can do social signals, too if you want. No risk here

start with creating shit load of web 2.0 sites, but do not link them to your money site. let those web 2.0 age, and gradually over months link them. i have web 2.0 accounts that are over few years old and I still have not linked them to my money site. I keep adding new content to them and making them more powerful. will use them when the need comes.

I recommend you don't start straight away with the link building though, because for the first 6-9 months, while your website is in sandbox, Google will see links built to your site as less valuable because spammers often like to build links straight away on new sites to try and get them to rank, hence why sandbox exists in the first place.
In fact, I read somewhere that sites that aggressively build links from the start, do worse on average than sites that don't build any links at all.
I recommend you don't build links for the first 3 months.

I use a single yahoo email account which I have created 15 or so alias email accounts inside of it. google "how to create alias email accounts in yahoo"
i use excel and create web 2.0 using different alias accounts. it is not a 1 to 1 mapping. each alias is used across many tier 1 and tier 2 platforms.
this allows me to use a single inbox to manage everything and worry about account deletion warnings for being inactive.

You can start immediately But start with socials at least 7 to 15 days, then start link building slowly and day by day at least 5 to 10 link max per day.

If your site is 1-2 months old then you can start link building. And if you have great content on your site then only a little bit of link building would be required like social signal, profiles, etc.
