How many links build per days is safe?

You can create as many as you like. unless they are quality and manually created.
 
Focus on quality of the link. It's better to make 3 hq links per day instead of 50 weak ones. Also take care of anchor diversity.
 
Build as many you want. You should have in mind that links from reputable sites will have a more positive impact than dozens from low-quality ones... if you know what I mean...
 
Personally I try to build 5-10 good links to a website per day. Some days I miss just because I'm doing other stuff. As others have said, you "can" build as many links as you like...so long as they are quality links. And for me, finding and getting quality links takes a bit of time and effort...hence why I only do 5-10 per day. But, those 5-10 really are worth the time and effort believe me.

How many links already have?
The more links you already have, the more you can receive per day. If you have 0 links then even 1 per day is too much. If you have 2k, then 10 per day can be OK.

If you have many pages then you can get more links distributed to this pages. Website with 10k pages can safely get 50 links today. Site with 3 pages? Not so much.

How many links your competition have?
If everyone in top 20 is having up to 50-60 Referring domains your website with 5000 RDs will looks quite off. Plan your link building strategy accordingly.
 
Work On creating links that will cater to your niche.
That can help you bring in traffic. Links that can tell your potential customer that your website is out there for him.
Doesn't matter how many links. If you build links with the above mindset you will be able to create few but some very useful links.
 
There are many factors: site's age is among them as well.
I try not to post many links for new sites. And slowly increasing its amount

Building 10 or 20 Backlinks is very good for website.
OR
If you’ve built too many links too fast, don’t worry. You shouldn’t get hit with a Penguin penalty or anything like that, assuming your links are high in quality and relevant.

This is the correct answer and people are ignoring it...
 
if your domain name is new build about 5-10 per month (maybe only 2-3 for extra safety). But do this constantly for about 2-3 months, and then increase the number of backlinks by 50-60% and repeat for another 2-3 months, and so on.

If the domain name is aged (I'd say at least 2 years old, but preferably 5 or more) you can build more backlinks per month from the start. Like, 10-20 or more.... Just make sure you're consistent in both cases, because now, more than ever, consistency, relevancy and safety are KEY factors for google.

Which means... you should only create quality backlinks (PBNs and guest posts), while completely ignoring the other types of backlinks (web 2.0s for example, but article directories, profile links,. etc, too)...

Also, please note that social signals don't count towards backlinks. So, if you want to run a social media campaign you can safely get 1000s of signals to your site in one week without problems. Google regards social signals as social media promotion, and it's usually safe to get a lot of retweets, pins, facebook shares, etc. in a short amount of time

As @AngelSeo mentioned, it depends on many factors. When I'm building links to a brand new website, I'll do 20-30 per month (high quality) for 6-12 months, or when certain keywords with corresponding pages start to pop into the top 100. At that point, you can go a bit harder (with that specific keyword/ranking page). Also, and I've said this a million times on this forum, Google doesn't look at positive link velocity, so really, you can build as many links as you want, whenever you want. The problem comes when those links start to drop off, decay, etc.., which is generally what happens when you build low-level links in bulk. Negative link velocity is what will get your rankings in trouble. I've seen it a million times and almost always look at this first when diagnosing a client's rankings loss.

Therefore, if you want to build your assets for the long term, I always suggest low and slow with high-quality links that have the lowest probability of dropping off. Obviously, there are nuances, but this is generally the safest strategy if you don't want your rankings to sink like the Titanic.
