I personally use Amazon AWS for google play consoles account creation. You can easily try it because they provide one year free RDP access also. Google cloud does not provide windows but amazon aws provides it in free trail. Amazon has data centers in many countries but i recommend you to use Europe countries because they don;t pay much attention there and there is no need for verifcation there also.

Vultr rdp is so fast and good, i prefer with vultr rdp.

Vultr rdp is also best but I was talking about free rdp. Amazon aws will cost nothing for almost a year.
