Say I want to create an article about "best hair brush"

I type that keyword into Google, open the first 50 pages ranking for this keyword, grab one sentence from each website and finally create a new article on this topic using those scraped sentences.

They are not rewritten so therefore in a way they are duplicated.

Does anyone have experience using such content and can tell me how GOOGLE perceive it?

I have used translated content and also scraped content using rewriting tool.
In both cases proofreading/topic relevance/keywords need to be done if you wan't to rank with it.
If you are autoblogging or looking for filler content this is good to go if it passes plagiarism test.
I would not suggest these to be used as your main pillar articles.

Just to clarify I am very much aware of different types of spun/translated/rewritten content types.

At this point I am just referring to relevant scrapped sentences without actually rewriting team.

Newly created content will probably match in 2% with 50 different sites.

Even if your scraped content is unique. You will have to go through it manual way and check if it is optimized or not.
If it's unique and perfectly optimized you are good to go.

It'll be considered plagiarism by Google. You may also need to check entities as you'll lose some of them.

I think google didn't allow it. otherwise google doen't rank your website or prevent from being seo friendly.

The time that you take to look for 1 sentence that makes sense from 50 sites - it will take you 50 x 2 minutes, which is equal to 100 minutes. In half of that time or less you can write an article of 500 words if you don't want to outsource it to a writer.

Of course I am very much aware of the quality of such content and how much time it will take to create it (as in it'll be cheaper and quicker to higher a cheap writer.

However, it was just a theoretical question to find out how Google treat such content. Just curious if google would pick it up as unique content or not (regardless of the fact it brings no value to readers whatsoever), that's all

You will have to optimize them at the end as you stitch them together to form a single piece. The proofreading part is going to be hectic for sure. Unless you've got a strategy to automate that part.
