Google Map citations confusion. can anyone help?

I see a gig for $5 to make 3000 map citations, at https://www.fiverr.com/king_citatons/create-15000-google-map-citation-for-local-seo

What strategy is this? Is this effective? Does it help ranking? Or does it push you down? or no effect? I really want to know!

I would recommend you to learn more about the period of time they are going to have that completed. That is quite important I think, because if that going to be done during short period of time that might considered as spam or automated action and my lead to sanctions.

I don't think you need to go with these type of things as at Fierr you will got lots of spammers, once you pay then they will make fool you and never give services that they listed over there. I will suggest you skip this and try yourself to build citation for your website.

Yes, you are right I also faced such type of situation when I checked a spammer was giving me millions of likes at my page and demanding only 5$ to me. Skip this pls.
