Most labels, even smaller ones, do the verification for their artists as a part of their routine procedures.

I just checked and he is independent, not signed to any label. How would i go about making connections?

There's really only a few categories IG looks at for the blue check right?
-Will they pay the fee?
-Is the profile complete and public? (Have a story, post, etc.)
-Is this account owned by the real person or business?
-Is the account notable?

In this case we can assume the first 3 are probably true. So it's just about notability. The IG people after receiving the application probably just searched the name on Google, and searched for how many searches the person's name got on features they control (FB, IG). In this case, for whatever reason, his followers search for or follow him in a way that is notable to IG. Then the 15/hr wage slave after reviewing it for a few seconds checks a "yes" box, collects the money, and they're verified.

I'm more notable than them, I have a handful of articles, biographies and thousands of plays/views yet I keep getting declined.

Like i said before, there has to be a loophole these guys are abusing.
