How do I create this animated 2d image video

Its used for explainer kind of video. I know after effects might have a hand in this but I am looking for a software (if any) that can have this sort of animation.
If not so then if there is a template, a motion graphics or something, I can work with on premiere pro that can give me the same results.

Powtoon won’t give this exact style.

I use Toonly and it doesn’t give this exact style either.

I’m testing out another one soon which should give that style.

Thanks. I couldn't find any but I discovered the best way to get it is using templates from envato to create it in AE.
