Great Idea. I really wish you could survive one day in this battle....
1st never rush things in email marketing its not 2016 anymore.
On torrents you will find trillions of data which are worst than junk and 95% of them are already removed.
When your planning make sure the list you have is good . What to do ?
get any AWS you will find so many sellers get atomic verify 7 days trial clean them. Do same but now with sender 7 days trial.
Get trial from RDP with disposable mails.

rent an SMTP server and start sending emails that way you will see the ones that actually are active, in my case I am sending +-60k emails a day with a link to mine, so far I have been able to see how many are dead emails and also I have grown my miners' win-win situation

i have several emails list that i have been collecting for several years, many of the emails are useless but with this process i was able to clean the list and leave just the emails that actually open the email, i clean a lot of emails hundreds of thousand

Hey, me as an email marketer FIRST you need to clean our email list that is most important. There are many email verification sites but I mostly use ZeroBounce & Xverify they are good.
2nd- I would send every verified email to a squeeze page so they can optin themselves. But that would be the whiteHat way
3rd- Warm the list up first send a couple value based emails first
4th find cpa offers in a general niche like ecommerce. You need to to tag these users so you know what each person clicks on. So essentially you are building mini lists inside your main list.
5th Once you have enough data to know what kind of offers your list likes then start sending cpa offers

The problem I have is that I hired a server with Mailwizz and no matter how hot I have done, the messages have sent me but they do not arrive.
I have tried everything, send from 1000 to 1000, change domain ... if I do a test, for example, with a mail-tester it gives me a 10/10. But they still do not arrive.
I know the interests they have in offers since they are super segmented emails.
I even have email facts that give away helpful PDF guides and go into automated email funnels. But there is no way ...
I don't know if it will be because all emails are gmail, yahoo, hotmail ...
I'm about to give up ...
Can you think of something?
