Question about 301 redirection and authority transferring

If I have a page on my blog (page B) which has 13 backlinks, and I redirected this page to my home page (301), will my home page get the authority of the 13 backlink? or what?
Will Google and tools like Moz & Ahrefs read the 13 backlinks to my homepage?

If that links are indexed and having some traffic from that then it will be considered otherwise no.

Moz & ahrefs read that page b has 13 good backlinks and I want to make these links refer to Homapage not page b because they are good natural backlinks and I can't do same links to homepage.

Yes, after that 13 backlinks count for hompage.

surely tools will read the 13 backinks. I think those links are ******** links which are getting authority from that site.
