For starters try to find out the number of unique domain names linking to him.Its possible that the 300,000 backlinks come from only a few domains on which he has a sitewide link on.And that's pretty easy to beat.

get yourself a Xrumer blast if you have an aged domain name. Try to have the target keyword in your URL and have the root page compete for that term.
3-4 Xrumer blast should do it for you

Where did you get that? google.com currently has 92,200,000 blp and 585,000,000 bld.

i also suggest xrumer for quick links and also blog commenting with either LFE or Scrapebox in a month you can easily get 300K links but be careful for the SANDBOX

quality does matter and if you have 100 quality backlinks you may over take your competitor but if you have 2K backlinks that are just quantity that will also help you over take them

Quantity does count, otherwise xrumer would be useless. (only junk links)
But using high PR backlinks can get your site indexed faster, up your own PR, and decrease the risk of your xrumer blasts putting you in the sandbox..

Simply put: use both.

is your competitor's site a quality one, or a household name? if not then the backlinks are probably crap too, and wont mean much.
