Any solution for getting blocked or suspended by Bing ads-Microsoft ads?

I created a new account on Bing ads and attached vcc. After few hours I received that my account is blocked. No specific reason was mentioned.
I created second account with new vcc and it happened again. I contacted support and appealed for review. They told me to wait for 10 business days but it got suspended too.
