I think AdSense only applies to a bank account.
We have a bank in a special country, and we can setup Adsense and then withdraw.

In this case, when asked for fully verified, I think here you need to already have your own personal bank account.
I think it's happening on AWS when your information or something else doesn't right.
Since I had such cases when the registration approach was not correct, like a bad proxy or the same IP used two times.
