How SMMPanels provide Adword Views?

I have checked lots of SMM panels all of them are providing Adword views at a very cheap price $80 for 100K views but all of them are accepting a minimum of 300K views orders. I have tried Australian adword but I am getting maximum 70-80K views per adword. Does anyone what kind of adword are they using? Why they don't do less than 300K views?

they are providing with Indian google ads account. On Indian google ads account cpv is 0.08 INR that is equal to 0.0011 United States Dollar
