You have to contact vendor and ask them to change them.

Unless they come from huge authority sites you won't see much effect from nofollow inks.

It can't be changed. After the no follow site. Cannot be changed to do follow

Only the owner of a site can change a no-follow to a do-follow however, if you bought 100 links that lead to 100 different sites..well you get the point. Sounds to me someone scammed you.

What kinds of links did you buy? If the websites are owned by the seller, they can change the status from nofo to dofo.. but if they only contacted other webmasters, the links can't be changed

Youre gonna have to go back to that person/agency you paid and have a word or two with them. If that doesn't work then, you will have to contact the webmaster directly.

Yes, it does. Anchor text still has some weight so you can use them to diversify anchors.

Also, nofollow/follow ratio of links itself.

You may get some traffic from no follow sites but in terms of SEO it has less impact than do follow

I don't think so, if you would be able to change even 5% of total backlinks you have to do-follow. If it's from a website using CMS, or a web2.0 or a social network type of site where your links, most probably not a chance to get it changed to do-follow.
