Here's a comparison:

• Minsk, Belarus - 2 million

A major city in India has 6 times the population of a major city in Belarus. It's a lot easier to keep a home with one person living in it clean than it is with 6 people.

Belarus also didn't have a European country draining its wealth & resources through colonization, so European countries have a leg up in terms of infrastructure and wealth.

If china can manage whats the excuse ,china has more population then us ,and we have lot of young population why cant we use them wisely ,except religious riots and protests whats is the single most place huge amount of young people used in ? .

For how many years more we are going to blame brits and the Mughals ? for stealing the resources may be they have stolen the precious ornaments ,diamonds and gold ,but brits have uplifted significant amount of people from poverty by giving education to all which was denied for centuries ,people were tortured and killed for expressing their wish for education ,people were denied water ,are we going to deny it ? by the time I am writing in some part of India in some village someone is getting killed just because he is trying to use the water which upper caste people uses .

Because China is not a democracy, there's no illusion of free vote - it's a facist/communist country that rules with marshal law. If you pollute, the government can take away your land and arrest you for life. India may suffer from corruption, but it still aspires to uphold itself as a democracy - it's legal to question the actions of the police (not saying it guarantees that anything will be done with it, but it's constitutionally legal - while it's not legal in China).

If you impose martial law, it's quite easy to keep the cities clean.

In more rural areas of China, where they don't have the resources to enforce martial law - the cities are just as polluted and dirty.
