So some offers are written in Italian, Spanish, but most are English.

Does this mean I only get paid for Italian, Spanish and USA leads when promoting it? I have a huge tier 1 country Instagram page where I want to promote certain offers to.

Let's say I promote an offer with a USA flag, does that mean I can still get paid for people who are outside the USA as well?

Yes for sure
Some of those leads are maybe in one country but they can speak another language so it doesn't really matter.

Normally they pay you for conversion. I think you can use a service like bemob to create a smart link that takes them to different offers based on their country. That would convert the best for your case

You have to read their terms of operation to know which country traffic they want. But most of the time if an offer is written in a local language, it simply means "I ONLY WANT LOCAL TRAFFIC" They would have written it in a universal language like English if they want worldwide traffic.
