CB 5% ? No processor will accept to deal with this rate, if it would accept it would be with retention of 80% of your earnings for 180 days, this number is insane...

4-5% to sales volume or in count?
If ratio to sales, 4-5% is fine. You need to select a PSP aware of the rates. Do not hide any rates otherwise you will have issues with the account and more troubles.
Where is based your company? (US/EU?) depending on it, the best processor will be different

if the issue is only the count, its easy to fix it if you have a good setup with a processor or multiple processor

That is very high chargeback rate.

Have you tried to sign up and use FraudLabs Pro to screen through all orders to reduce fraud rate?

It is very effective for digital products.
