What are the requirements to post reply to threads in "Hire a Freelancer" section forums? I see the message there that - You have insufficient privileges to post here.

Yes. To reply to HAF threads you need to be JR Vip.
Even if you post the thread, you can't post again on it unless you are JR Vip
