When doing Google Ads, do you prioritize Tier 1 countries or CPV?

Title pretty much says it all.
I've got a roughly $100 coupon I'm looking to spend, but unsure whether I should prioritize getting a low CPV from countries like Vietnam & India, or I should prioritize the 12-15 tier 1 countries.

Depend on budget, you need a big budget for tier 1 countries but the conversion rate and optimization are easy. On the other hand for other countries, you can work on a small budget but the conversion rate is not going to be that good.
