Need help with strategizing bulk email registration for indigenous populations

This is actually for a legitimate cause. I am in a Latin American country working with indigenous who need to sign up for my platform to create social money. Many of these folks do not have email, and I am trying to find a very cheap or free solution for the person in charge so they don't have to open thousands of email accounts.

I am thinking of creating a bunch of usernames for mailinator, as it would just be used for registering , and for retrieving passwords when needed.

Or I could buy some super cheap mail. Ru, that cost $9 for a thousand , but the whole damn thing is in Russian and there needs to be a way to display it in Spanish.
Anyway, I want to ask you guys if you have any insight into strategy, thousands of Desperately poor indigenous people are depending on my hacker methods to get signed up when there is no convenient Internet available

Have you thought about creating your own domain and simply assigning emails on that? Basically like a company does, [email protected].
This is indeed a good idea, however wouldn't it be a big pain in the back side to administer this? how can we do this so this would not be a massive liability and cost on my end?

Well it could work but.. essentially now your email name is the password. Probably the easiest way now is just make your site use another approach for registration, maybe through phone number?
 
Cheap hosting and domain means you could do it for less than $100 per year.

To automate it would mean you need to pay a developer to build you an integrated database. But that will cost money.

Or you can just manually enter the data and use cpanel, which comes with most hosting plans, to quickly add emails and just give them all the same default password, if security is not an issue.
