Campaigns on google ads aren't spending what to do?

Have you been running any ads on this account before? If yes, you may have killed the ad due to long pause or lack of payment, the domain may now be in the 10th page. What you have to do is to recreate the campaign from scratch. Don't copy or duplicate. Try and see if that works.

There are many reasons, but the most common is because your Ad has a too small target audience file. Good luck!
In fact, I work with multiple accounts, so all accounts are new, maybe it's for VCC accounts
The public is large I believe it is a matter of anti fraud from google and is taking my accounts somehow

There must be multiple things:
1. Your bidding strategy doesn't allow to show ads
2. You have very low bid on keywords
3. Your account is under manual review (it takes 7 week to get out of this)
4. You have disapprove ads.
5. Your billing method is not validated.
Check which one is causing this issue and try to provide more information to get answers.
