Once you are primary owner of the channel, the previous owner can recover it (get it back) in less than 21 days or something like that. After that it’s safe. It is safe if you know how to secure it.
It is not safe if you don't know how to secure the channel after buying it.

1. Always buy a channel through middle man.
2. Always pay via PayPal or through middleman.
3. Always buy with Original Gmail with which the channel was created or the original owner can easily recover it.
4. After buying, try to delete as many of the previous videos as possible. But do not delete all videos until your own original videos have completed 4000 watch hour.
5. If you do not delete previous videos, that person may have used them on some other channels and your channel may be demonetized within 15 to 20 days.
6. Change name, description, links, picture, cover photo and everything to make it yours.

And then you are good to go.
