For what function? Some types of proxies can be used for some things and not others, where as some types of proxies can be used for anything but are better at X then Y.
Some functions people use proxies for, don't even need proxies and are generally better off without them.
So "it depends"
What are you trying to do?
Literally tens of thousands of people still use it daily. Even fortune 500 companies use it.

For posting the most optimal proxies is private or shared private proxies.
for scraping you can use private/shared private. you can also use public, if you can find them, or you can use back connect etc...
Personally I prefer to use shared private (as they are a bit cheaper) for posting and then back connect proxies for scraping.
The only wrong answer is whatever does not work, just with posting you want accuracy so public proxies are the worst and back connect proxies have a lot of public proxies in their pools, so that lowers success.
But you can always do some split tests with your choice providers and see

Yes there are many that I know of use it in 2020.
Quality proxies will live longer during the run. try green cloud.

I go for the shared ones as they are less expensive and work great for me. However there is nothing wrong with the fully private ones and maybe they are even a tad faster.
