warm up for at least 5 days. afterwards, run you campaign with cloaker pointing to your safepage for another 5 days. It is taking too long now for adwords to optimize. It won't spend all your budget within those days so don't get frustrated specially if you account is fairly new.

well it all depends on your niche and monthly searches (wide reach).
People with GAds background will understand such algorithms.

Can you provide such invoice accounts on percentage spend for WH campaigns ? We can spend really big.
