I ripped off some landing page from my competitor. He is using that landing page on several domains. However, first ad I published runs okay. But with another gads account and another domain, I get disapproved(malicious software). How to fix this?
All my domains are using cloudflare and on the same vps.

You answered the question correctly. Due to their AI and Cloudflare FREE for your website protection Google detected some malicious to the IP you are using there. You will either submit a ticket to them to check the website (it will take approx. 7 days), switch the domain, switch from Cloudflare FREE to the paid version, and then solve everything.
Another thing that can be done to switch the domain you have to pay Cloudflare or leave NS but change the landing page in ads. E.g., WAS: https://domain.com - modify it to https://domain.com/1 - and move all the files to folder /1

I changed my landing page to domain.com/1 but now it says circumventing systems. I use fortnite landing page claim now button then redirects to my template page.
Is anyone know how to bypass this?
