Sometimes when you get a threshold acc it can take a couple of days before getting you first impressions,
Normally just a thing new accounts, I have started tons of them the last few years, and the word is it gets stuck more/longer at the beginning of the year.
So best to not change any settings of your ads, and just let it ride. It will free up 100%.

I have bought 10 acc so far and they work perfectly fine. If ads are not showing impressions that means account is under review, and that can take for a few days. If you know your ads from before, and you know they receive approval than you don't have to worry about suspension on this thresholds. Don't increase your budget too high. Best way to fly under the google radar is to run ads with ad schedule on multiple accounts with low budget of 20$. Good luck .

It's not recommended, but personally, I use same domain on 20-30+ accounts, it's risky, for sure. But still I have not experienced any ban so far.
If you are flexible to change domain if anything happens, I would say go for it, but I don't do any recommendations, just telling you from my own experience.

‘If’ your domain gets black listed you can either change domain name or just a free landing page like wix and others
