Which server specs should I use for Cloaking?

Basically this:

1- Do server specs matter that much for cloaking? Would 10 or 20$ hosting from namecheap suffice? Should I use a VPS? etc

2- Does domain age matter? Am I able to go with a new domain?

This is for PPC (adwords) cloaking

1 - Doesn't matter. Cloaking does not require any significant extra power.

2 - Yes it matters but totally unrelated to cloaking.

How is it unrelated to cloaking? Would it be foolish to try to advertise with a new domain?

I could make sense to use a good domain. But that's not related to cloaking.

No and no. I have used a $5 droplet to use a cloaker for many domains. Since I only hosted 3-4 pages on one domain, there were no problems. I have only done cloaking with FB, not with GAds, but the process is the same.
