It depends on what type of followers he wants, if he wants junk followers with no specific targets, then yes it's incredibly easy.

If he wants more targeted followers, it gets a bit more difficult.

Unless Twitter changed something significant in the past three months, it's fairly simple.

Just look around here for the tutorials, there are several.

Ideally, you want to gain a maximum of 100 followers a day. There are sites that provided that service for free by keyword. I use them all the time. However, out the 100, only a few will follow you back and out of those who follow you back it's probably auto-follows. Hummingbird basically allows you to choose a target profile and then follow his or her followers and in a relative short period of time you can have thousands of followers. If you follow a lot more than 100 a day, eventually you will trip Twitter's algorithm and risk account suspension. $5/1000 is cheap. $10/1000 seems more reasonable. So a 10K account should yield $100 to make it worth selling.

Your absolutely right. There is A LOT of internet marketing already through Twitter. I've created accounts with 2,000+ and when tested and discoverd a low CTR, because they are not targeted or aren't "real". Getting untargeted followers is extremely easy, but is a waste of time IMHO.
Targeted followings are very important. Takes extra time and manpower. But that time equates to money in pocket in the end. People, like myself, who actually make money from Twitter traffic live by this principle.

Yep you are right on with that price. I had an account with 120k and I sold it for about $7k. Its not this easy thing anymore. It takes time and money.
