Windows should not be cracked, it may have spyware preinstalled. Also VPN may leak your IP, you cannot really say if they will give it to the FBI.

EDIT: I missed you do not want to use a VPN. But using a prepaid phone will still allow some device fingerprinting and location tracking.

VPN Kill Switch or Firewall to block all Non-VPN traffic must be active + opendns should be enough.
