Iran has copyright laws, but their diplomatic ties with the US make it tricky for US-based film companies to have their requests enforced. For a long while, this meant that piracy of US products & films could be hosted in Iran with impunity.
The problem is that more and more films and content are being JV with countries like China & Russia, who have friendly diplomatic ties with Iran.
Back in 2017, Iran arrested a bunch of movie pirates - including the operator of a website that exclusively streamed Hollywood content (look up TinyMoviez).
Piracy is pretty rampant in Iran, largely because the US dubbed that Iranian copyrights are not upheld in the US (meaning anything copyrighted in Iran is not copyrighted in the US, unless they file a separate copyright). Many sites have sprung up, but note that if you post something that was backed by China, India, Pakistan, Russia or any other country that relatively friendly relations with Iran - you're at risk.
Few examples of movies that have ties to Chinese production or financing include the new Top Gun movie, animated film Abominable, Hollywood bomb The Great Wall, The Meg and even Marvel movie Avengers: End Game. So it's no longer cut and dry.

The law has copyright but is not observed and can not be followed, in Iran there was practically no copyright

You explained quite correctly, but the arrest of the agents of tinymoviez was not for copyright, tinymoviez controlled all the traffic in Iran and no competitor was able to deal with it, some Iranian officials destroyed tinymoveiz in order to destroy the competitor of their website. they took.

That sounds like a conspiracy theory. Assuming it was true, why wouldn't they go after you if your site gets popular?
Also, you'll run into issues with monetizing the traffic because many ad companies operate out of the US and can't do business with Iran. There's ways around it but it's difficult.
As I said, the more pressing issue is that more and more movies/tv shows are being produced or financed by companies in countries outside of the US that have friendlier ties with Iran. If Iran was a safehaven for all copyrights,all the hosting companies would offer Iranian file hosting.

Yea its very confusing. One thing for sure is that foreign companies cant do anything about IP in iran. Not sure about iranian companies tho. Thats what im trying to find out.
