Proxies speed

what is the exact issue if proxies speed tend to slow down 5-10 minutes before a sneaker release?
my server spec: https://ark.intel.com/content/www/us/en/ark/products/191035/intel-xeon-e-2276g-processor-12m-cache-3-80-ghz.html

And i have around 700-750 proxies running each release
