Need advice about safe online payment processor

My business deals with digital downloads , sometimes it may involve copyright argument and I don't want any trouble of it.

I host my site with a DMCA ignoring company, so it is safe.
I currently use stripe, a US based company, as payment processor, so far so good, I need to change it ASAP! I don't want any payment processor based in US.

I saw someone recommend paypal, however, pp is the worst thing I have ever seen. 2co is the same , so forget them.
also squareup, stripe, Authorize.net ....etc , they are good payment processor,but not suitable for my business nature.

Someone recommend Paddle, I tried, but paddle says it doesn't allow "Any product or service that infringes upon the copyright, trademark, terms and conditions or trade secrets of any third party"
my product may have potentional risk on that, so paddle is not good either.

I saw people mentioned to use "CPA companies handle payment " , so my questions are:

1. What is a CPA company? do you have a sample?
2. Can anyone recommend a safe payment processor ?
