Whilst I'm not involved with this seller/services, I can provide some light to the thread,
@Yabuka is definitely selling shite accounts - Saying "no refund after 3 hours" is not a viable business process for google accounts now.
For a new campaign to go up, it can take up to 72 hours for it to be approved. Furthermore, if the accounts were as strong as the seller claims, the campaign should only get disapproved, the entire acc shouldn't get shutdown. Especially at a price range of $700 per acc.
Fundamentals of a strong google ad acc selling at $700:
1. Campaign running for at least 3 weeks (doesn't matter the budget)
2. Whitelisted domain included
3. Replacement policy of up to at least 2 weeks post purchase.
4. If a buyer does make a mistake on the acc, the ad acc doesn't get shutdown, the campaign simply gets disapproved.
5. On a VPS for a minimum of 3 weeks.
From what the OP described, it sounds like the accs have just recently been setup on a new VPS, that in of itself is a flag for Google...
The replacements that will be provided need to meet the above criteria otherwise the accs are not even worth $70 let alone $700
