I'm not sure how much you know about proxies, but many common proxies are risky in regards to creating eBay accounts.
I don't have any service recommendations, but I don't recommend using some random free proxy online.
Most phones have dynamic IP addresses, which means they change when they are reset.
You could check if your phone has a dynamic IP, and if it does, then you could access your account from your phone's internet.
In most cases, if you wanted, you could even tether this connection to your computer.
Of course, you would have to be very careful not to get your phone IP and home IP crossed when eBay (or the eBay app running in the background) is open.

Give it like 3-5 minutes before turning it back on.
Tried calling to the isp and got it changed
created a new user in the same laptop, downloading the portable firefox as well.. Im creating the new ebay and paypal today.

I was trying to signup with the email, and it said there is an existing account with that, so I proceeded, she created and account back 2014! Just to browse through , 0 buying s btw, At that time we were located in another country, I changed the location and address, used the same address i used to have in my banned account but with different spellings (dont know they will get it or not), created a brand new business paypal, uploaded all the docs (genuine) to be removed the temp limitation in paypal
