Have not encountered with this specific account but besides offering interesting content try using questions/quizzes on Instagram stories if you are not using them already and hashtags.

Well, some accounts might have some crazy engagements because they just get as top posts on their hashtags used. As I have grown a lot of accounts I have seen different kind of engagements and some of the accounts were exploding while I was doing the same thing on the other 9-10 accounts that didn't saw such a great engagement
