You need everything fresh. You can ask a family member to open an account and you will use it.
Just make sure you login with a VPS or Software like Multilogin with fresh IP.
You can use your mobile as a router. Switch to airplane mode to get fresh IP

So I have to keep selling and login to my ebay paypal from that?
This was the second suspend , first i listed dropshipping items , the suspended , chatted gave docs, got it back, yesterday added some items from home, pickup only no shipping , boom again suspended , chatted about four agents, no one gave it back never asked for any other details
Cant i use the same paypal , with a different card, or do i need to have brandnew paypal as well, also can I put account location as Australia as im living there and later dropship to US (after month of course )

does really matter about the payment method that was used?
The paypal I linked , i used my personal debit card linked with, I really dont want to play with vps s and faking , i really need to get my account back

MC113 is simply they detected something is wrong when you create the account. That usually happens after you activated the seller account, or after you listed your first item.Send some tips pls
What is the IP Address did you use? Source of Phone Number? Source of VCC?
I did not use any proxy nothing , located in Australia.
Planning to create account with my partners details, but thinking how to do it? What are the facts to be considered not to be flagged again , and what should I do with paypal , Can I use the old one which linked to suspended ebay or Do I need to create new pp as well. Problems!

You need to create a new and separate paypal just to be extra safe as you can be linked easily with that previously suspended account.
Before jumping again, I have few things to be clarified from ebay experts.
Plan : To create another ebay under my wife's name, and warmup the ebay account before start selling, then after start dropshipping slowly.
Q1. Can I use the same laptop creating another user in it?
2.I will reset my router , so that will change my IP , Is that a good way to changing the IP.
3.After they suspended my account for the first time, asked for my identification doc, so I provided,as me and my wife both are living in the same address , would that be an issue , in case if they need to get her identification docs as well.
4. Of course I will create another new paypal for her as well.
P.S I live in Australia.
I need experts advises , suggestions on this. Im new to this forum also to ebay dropshipping. If you cant reply on this thread , kindly send me a message. I really appreciate your help on this.

1. Yes, you can use the same laptop. Just make a new windows user account.
2. Yes, that's the best way when you have a dynamic IP connection. You will have a new IP for your other accounts.
3. Create the account properly to avoid suspension when you list your first item. Do not tell them that you have a relation with your old suspended account as that account will be suspended too.

Understood , as per the third point , I have to fake documents! Just to pretend that shes living in another address
