Does every new ad account get restricted at first?

Hi,

I have tried a lot recently to create a new ad account, I use proxies with ML and the profile works fine, I warm it up over a few days but no matter what as soon as I click on the ads manager and agree to the discrimination policy the ad account gets restricted and requires verification with ID etc (the actual FB profile is fine, that still works but in all my tries its an instant restriction as soon as you try to activate the personal ad account whether I use ML, warm up longer, use proxies and so on it always seem to end like this).

Does this literally happen every time now for a new ad account or do you think I missed something a long the way/didn't warm up for long enough etc

I guess my main question is has anyone actually created a new ad account recently without hitting this checkpoint/restriction?

Thanks

All new accounts will be checked, the only thing you can do is through checking or buying old accounts.

How old does the account have to be to not have the check?
At least 6 months.
FB has been a huge pain the last 3 months because of the US elections.
I expect things to get much better during the following week or worst case scenario, sometime in early January
