Op I doubt you are going to find one. You can run pre roll ads on your videos or you can upload to site like netu and earn money from per view basis. I doubt if there is any legit site who is going to pay for running their video content.

Have you tried cloudvideo.tv or vidoza.net or streamango.com? They seem to me a perfect fit for the options you're looking for to earn money with video views through upload to your site or third party sites.

There are a ton.. however it depends on your traffic numbers your website has....
Outstream video is popular because it doesn't required u to have a video player and it only shows the video ad when they have a video ad for view
Dailymotion is one to start with depending on your numbers. The high paying ones will want at least tier 1 traffic and 100,000 uniques monthly if u have more then that then it’s tons of premium video ad companies options
