Ordered 500 subscribers as a test. Will post review after its completed, and then a month later letting you know if there are any dropoffs, and then ill update it in the future if anything happens.

Well I ended up asking them via Skype to cancel the order, because I was informed that these subscribers do not come with any watch time.

In my opinion, this is a mistake and is an easy way for YouTube to see that something is off. There is no way that 500-1000+ people would subscribe to a YouTube channel and not watch a single second of any of your videos, ever. That is not normal user behavior. Random watch times for each subscriber is realistic, some would watch a few seconds, some minutes, some entire videos, but the probability that that many people would all subscribe and not watch anything at all ever, is just impossible.

I would urge you to keep that in mind if you're thinking about buying subscribers.
