Is there any methods to get PERSONAL WebMoney passport for no russian citizen ? damn it is so hard to get it as i saw in the process ..

Yes you can get in 2020, procedure is this : Verify the phone number, upload HD image from your passport and utility bill for verification, after your account get's verified by their team you will need to pay some 10-20$ for a private agent that will give you some text that you should read in video call. Sometimes they don't call, you just need to upload video this depends from agent). If you can't find agent for your country just choose some agent that is near you.
