If you can make the connections to purchase the servers and IPs from the ISPs you're looking for, all you need to do after that is install something like cpanel.com or ipbot.com to automate the HTTP/SOCKS proxy server installation and management.
Are you saying the only way to get residential subnets is directly from the ISPs?

You can also get them from someone who got them directly from the ISPs.
Yea trying to cut out that MM if possible. How would you suggest I start looking? Just hit up a bunch of ISPs and see what they say? Anyway you can point me in the right direction?
