How to find webmasters who can promote software?

How to find webmasters directly who can help promote software and do installs?
Actual ppi networks charge too much fees. Some asks to deposit up to 10000$ in one time which is always scary as there are a lot of scam reports.
I tried fiverr but it gives no luck.
Are there good ppi publishers on this forum?

You might want to look for a marketing freelancer/agency, not a webmaster. App promotion isn't cheap, so there will be upfront costs. People who have established traffic channels might charge you after promotion (if you're lucky to find such), however, their potential reach is usually limited. Make sure to do your due diligence well, there are legit guys who can help you.

Nobody wants to run your malware on their legit websites. And same for legit network. They won't run your malware. The 5k upfront deposit is only if they even accept your offering.
You clearly don't know how business works. Do you think anybody wants to run your no-name offer? You call networks that have existed for 5 years noname, while you are a name (Mr. joined 9 days ago) yourself?
