Are virtual machines or RDPs a good solution for a blacklisted IPs?

Hey guys. We all know of them ass banning of FB ad accs that have happened during the election days. It is safe to say that most of our computers IPs are blacklisted now. I have been reading in facebook groups that if I want to open a different Facebook account in order to advertise, I will have to change my Machine. I convinced a friend to give me his FB profile, but I do not want to buy a new device so I can open the Facebook account in it. Surely there are better solutions. I would like to hear about your experiences and opinion guys. Will RDPs or Virtual machines whether it is an android VM or computer VM be enough for opening that Facebook account? or are tools like Multilogin, Kameleo with a dedicated proxy are necessary?

use portable chrome or firefox and mobile 4g ip. then you ll be fine
 
use static and residential ip, you will be fine
 
VPS (RDP) IPs are data center IPs and nowadays such IPs will lead to account suspensions if accounts are created with these data center IPs. Hence nowadays use 4G residential IPs for creating FB, GAds, Instagram, Bing Ads, etc accounts.

I heard that if you use your phone its pretty decent as well (Phone LTE/4G) since IP is always changing and its residential!
