Yes, in most country's PP, it is possible to verify a PP account with a card or a VCC. Also many country's PP can be verified with a bank account or a VBA.

Like it can be verified with only phone number, but then you can remove limits with VCC, or VCC + VBA, you can add a dedicated IP, and you can even upload documentation, like passports/driver license and utility bills etc.
