Well, let me tell you this:
1) Pinning free stock images is a bad idea, because there's a 99.99999% chance someone posted it some time before (and probably did so multiple times), so you are actually spamming Pinterest and it does not really like it these days, as it has a much improved algorithm to analyze your pins (it can even easily OCR and read text on your images).
2) Pinterest treats hashtags differently, they are used for content which has 'expiration date' so to speak. In your situation, you do not really need them. Read their help section on hashtags to understand how they work.
3) Posting pins with the same title, description, etc. on one single board is ok. However, posting only 2 pins a day is not sufficient. All Pinterest manuals out there recommend posting 25-30 pins a day to get good traffic. The max recommended number is 50, after that you get a minor 'shadowban' (lower impressions, to be precise).
I am more than sure that you're not shadowbanned at all at this point, you just need more unique content to post. I don't mean to sell you anything, but consider using my app (see above) to get some fresh stuff for your health niche and post it in bulk to see some traffic. BTW what is 'Pinterest saves'? You mean aged accounts?
UPD: oh, I got it, you mean getting some other accounts to save your pins. I don't really think it would make any difference, because you simply need to post more stuff.
