How long does it take for GSC to recognize new backlinks?

Sorry for poor english.

Since October 27th, GSC has not recognized any new backlinks of my website.
How often does the GSC recognize new backlinks?
And is the website's ranking up after GSC recognizes the new backlinks? Or is it the opposite?

Right now everything is very slow with google and there’s nothing we can do about it.

It can take quite a long time for backlinks to show up in GSC.
Typically weeks to months.
So, you're experiencing normal behavior.
Not all of your backlinks will show up in GSC either.
 
Don't take GSC to find all your links as even if Google crawls your links they take weeks to months to list them in GSC, if you have hired a linkbuilder and want to see the links being built then use ahrefs or moz to find your links

Understood.

But this is independent of/has no bearing on SERPS, right? I just want to verify, as I'm cool with Google taking its time to flesh link profiles in console but the links still generate the same juice (as far as SERPS are concerned) - right?

Yes, if your links are crawled and even if it has not been listed in GSC, Google would have still given you the backlink credit depending upon the value of it
 
GSC is not going to list all the links.

So even if link is indexed, it might not be visible in GSC.

Better to check manually in Google if linking page is indexed or not.

Depends, I have a money site from 2008 and a serious backlink from an aviation website (one of the airlines :p) and that page and site is fully indexed but only that link is missing in GSC since last 10 yrs.

And why I know that link is counted? Because 6 years back I lost the site due to my hosting service going out of business, but I had content with me so I rebuilt the site with changed URL structure and only that backlink was going to a 404 as I missed that particular post, rest of the pages I did a 301 to new URL structure. To my horror, in spite of doing 301 of all URLs, my site kept falling in rankings while it was ranking for some pretty comp keywords in the first position. After 6 months my site literally fell off the planet. Then I started looking for issues found this one 301 which I didn't do. Completed that 301 and within a month all my rankings were back not just for that particular page but for all the keywords that my other pages were ranking. My that one site is generously interlinked since 2008 from the time it was a static HTML website. Interlinking passes link juice without a doubt.

Lesson learned and I even interlink the pages of my PBN as that's the only way to ensure that the link juice is evenly sent across the posts/pages.
