Facebook "Upload photo" issue

I've been trying to create a new Facebook account but i get the "Upload clear photo of yourself" issue.

How do i bypass this.. I've even used different countries and phone numbers

I've been using a VPN...I've tried 3 times now and still it gives me that.

I don't think it's possible to create accounts anymore it seems.

Don't use VPN. Because In general, the ip pools of vpn services are limited and also expose you by facebook. Try to register using your own modem or phone. This will be healthier.

I actually created using a phone number. I have downloaded Facebook lite on my mac using Bluestack. And what I do is
1) I delete the Facebook cache and data from the settings
2) create a Facebook account using a phone number
3)After creating the Facebook account I add the email and confirm it from Facebook lite
4) I Logout from Facebook lite and login into my phone without any problem
5) After logging in to the phone, I fill in all the details like city, job, school, university, relationship status and add a profile picture, cover photo, and 2-3 other pictures

Doing this i have had never gone through the verification process but make sure you don't send friend requests as soon as you create the account.'

You can also try using the email if you don't have phone number

That's the problem. Avoid using a VPN and use your mobile data to make the account.

You must had tried on VPN, your IP made this issue for you. I have never faced it once.
Use original IP. All will okay 4 you.
