How can I fix this error when installing Creative Cloud? I already tried everything listed.

Something is blocking access to Adobe servers.
It might be some other software that you have installed (other Adobe?) where you've set your hosts file (should be located at C:\Windows\System32\drivers\etc\hosts) to go to 0.0.0.0 or something like that.
