Cloaking is a must but not all because you have to take care of your ad contents, too (text, images..) It's a hard fight on this niche.

As far as I can see many gambling site here around Asia (without legal license) they running ads over multiple domains ( not main site ) with a landing page. Each campaign could last for a few days before Facebook shut them down. Then new domain, new Facebook ads accounts ...

The Facebook ecosystem is more challenging than ever. You'll need to prepare an array of fb warmed up ad accounts and prepaid credit cards or virtual cards.
Creative is the variable too. It has to be subtle enough to pass through the review phase by Facebook algorithm. Once that's done, its not over yet , maintaining n scaling budgets is key too, avoid tweaking the campaign too much.
Don't.farm has some good accounts for sale. Price isn't that cheap but quality is there.

its impossible especially nowdays , gambling is not allowed due facebook advertising policy even promising selling dreams.. etc read the facebook policy and youll see how many restraction you can find in one section like gambling.
